Problem Statement
Avaya Communication Manager reports a Minor alarm for maintenance object MED-GTWY with alarm code ACT. The MED-GTWY maintenance object monitors the H.248 link between Communication Manager and a media gateway and logs errors when H.248 link issues or hyperactive H.248 link bounce occur.
Impact
The affected media gateway may have an unstable or failed H.248 control link. Services that depend on resources behind that gateway, such as stations, trunks, media resources, or local survivability paths, may be degraded if the gateway is not registered or repeatedly bouncing. If the alarm occurs during planned maintenance or upgrades, it may be transient and should be validated after the activity completes.

Minor MED-GTWY ACT on Avaya Communication Manager
Troubleshooting Steps
- Identify the affected media gateway or equipment number from the alarm details.
- Check whether planned maintenance, upgrade activity, reboot, or network work is in progress for Communication Manager, the media gateway, or the transport network. If yes, continue monitoring until the activity completes.
- In Avaya Communication Manager, review active alarms for the media gateway using standard alarm review commands, such as `display alarms` or the site-approved equivalent.
- Check the media gateway registration and H.248 status using commands such as `status media-gateway <gateway-number>` and `list media-gateway` as applicable.
- Run diagnostics against the affected gateway using `test media-gateway <gateway-number>` or the site-approved diagnostic procedure. Record any returned error codes.
- Verify IP reachability between Communication Manager and the media gateway. Check routing, VLAN, firewall/ACL policy, duplex/speed negotiation, packet loss, and latency on the network path.
- Inspect the media gateway state locally or through its management interface. Confirm the gateway is powered, booted, reachable, and not repeatedly restarting.
- If H.248 link bounce is observed, correlate timestamps with network events, gateway restarts, firmware/software changes, or upgrade windows.
- After correcting the underlying condition or after maintenance completes, verify that the gateway is registered and stable, then clear or acknowledge the alarm according to operational procedure.
- Monitor for recurrence. If the MED-GTWY ACT alarm returns or diagnostics show persistent H.248 failures, escalate to the voice platform or vendor support team with alarm output, gateway status, diagnostic results, and recent change history.
Resolution
For alarms associated with planned upgrades or maintenance, allow the activity to complete, then confirm the media gateway is registered and the H.248 link is stable before clearing and monitoring the alarm. If no maintenance is occurring, restore stable connectivity between Avaya Communication Manager and the affected media gateway, resolve any gateway restart or network-path issue, and verify the MED-GTWY ACT alarm does not recur.
