Problem Statement
Avaya Session Border Controller Enterprise (ASBCE) reported a Minor ipcsProcessFail alarm and displayed a licensing error stating that the system did not have a valid license. The ASBCE/EMS was not connecting to the configured System Manager WebLM server because it did not trust the WebLM certificate.
Impact
ASBCE licensing information could not be refreshed from WebLM. The system reported that configuration would not be available until a valid, unexpired ASBCE license was retrieved. A related peer reachability alarm may also be shown in the monitoring dashboard.
Alarm
ipcsProcessFail; Alarm Code: ACT; Equip alarm text: Peer SBCE is Unreachable
Troubleshooting Steps
- Open the ASBCE/EMS management interface and confirm whether a licensing warning is displayed indicating that no valid license is available.
- Verify that a WebLM server is configured for ASBCE licensing.
- Confirm that the WebLM server has a current, unexpired Avaya Session Border Controller license installed.
- Attempt to refresh licensing information from the configured WebLM server, if the management interface provides a refresh option.
- If the refresh fails, check whether ASBCE/EMS trusts the WebLM server certificate.
- Import or trust the WebLM server certificate in ASBCE/EMS as required by the deployment.
- After trusting the certificate, retry the connection to the System Manager WebLM server and refresh licensing information.
- Confirm that ASBCE/EMS connects successfully to WebLM and pulls the installed licenses.
- Verify that the licensing warning and related monitoring alarms clear or update in the dashboard.
Resolution
The issue was resolved by trusting the WebLM certificate in ASBCE/EMS. After the certificate was trusted, ASBCE/EMS connected to System Manager WebLM and successfully pulled the licenses.
