The workaround/solution is to create a new user-profile in the 20-69 range that has permissions set as:
synchronization media-gateway x
To create the profile copy user-profile 18. Then, assign a user to the profile to allow them to make changes to sync media-gateway. (In order to allow them the 'init' login is needed to make that change.) Development states that profile 18 is special and should require a CM restart to reread permissions.

Before step 5 change user-profile 20 you need to enable ip-synch on the system-parameters features form page 19:
1.- duplicate user-profile 18 (create a new user-profile )
2.- type 20 in the USER PROFILE field
3.- Name it as ChgSyn or other name.
4.- Press F3 (we had duplicate user-profile 18 into user profile 20)
5.- change user-profile 20
6.- go to page 32 and modify the field to synchronization media-gateway P w-
7.- Assign user to profile 20.
8.- login user and then check if change synchronization media-gateway succeeded
